Training Facilitator and Manual Development for Advocacy Training
- Background & Objectives
The Organization of African First Ladies against HIV/AIDS (OAFLA) was established in 2002 to combat the adverse effects of HIV and AIDS in Africa. In 2019, OAFLA was renamed the Organization of African First Ladies for Development (OAFLAD) to address broader development priorities while maintaining its focus on improving maternal, newborn, and child health, and eliminating gender inequalities in access to health services, education, and economic opportunities.
With over 20 years of advocacy experience, OAFLAD’s has successfully implemented several organizational strategic framework . The current and the fourth Strategic Framework (2025–2030) prioritizes ending AIDS by 2030 through enhanced advocacy capacity in collaboration with international, regional partners, local organizations and communities among other priority pillars like Education, Gender Based Violence and Economic Empowerment of the Women. First Ladies possess significant convening power to drive policy change, but their impact depends heavily on skilled Technical Advisors who need comprehensive training on several thematic issues and for this specific priority area OAFLAD picked empowering Technical Advisors on health advocacy more specifically HIV/AIDS issues, advocacy strategies, and policy frameworks to maximize their effectiveness.
OAFLAD seeks an experienced facilitator to design and deliver a transformative advocacy-training program for African First Ladies’ Technical Advisors, developing sustainable capacity-building resources to advance HIV/AIDS advocacy and broader health initiatives .
Training Objectives:
- Enhance Technical Advisors’ knowledge of current HIV/AIDS epidemiology, prevention, and treatment along other areas of health concern and priorities for First Ladies in relation to Sexual Reproductive health and other areas that impact women and girls
- Strengthen Technical Advisors’ advocacy, communication, and policy-influencing capabilities
- Foster collaboration and experience-sharing among advisors across African countries
- Build sustainable advocacy capacity aligned with OAFLAD’s 2025-2030 strategy
- Development of Advocacy toolkit
- Scope of Work
The consultant will develop an advocacy training manual with accompanying resources to facilitate training on advocacy and resource mobilization. It should include key concepts and definitions, step by step guidance on advocacy planning and implementation, stakeholder mapping, Advocacy strategies in phases, messaging and communication tactics as well as provide practice exercise tools and templates. As well as it is expected to show best practice and case studies when necessary. The training manual should be adoptable, can be tailored to local context, and should align with new OAFLAD Strategic framework 2025-2030. The training should also have components on how to measure advocacy initiatives which includes Metrix / indicators in advocacy for ongoing monitoring of advocacy wins and outcome/goal achievements which will work for any issue-based advocacy and expected to be cross cutting. This assignment is divided into three main components as below:
Training Design & Development
- Conduct needs assessment and develop comprehensive advocacy training curriculum
- Create interactive, culturally appropriate training materials and presentations
- Design practical exercises, assessment tools, and evaluation frameworks
- Develop reusable advocacy toolkit and templates
Training Delivery
- Facilitate a 3-day intensive face to face training program for OAFLAD Technical Advisors
- Deliver engaging, participatory sessions using innovative adult learning methods
- Coordinate hybrid delivery model (in-person with potential virtual components)
- Provide real-time adaptation based on participant feedback during the training
Capacity Building Support
- Develop a comprehensive training manual for OAFLAD in the training and for future use
- Provide post-training technical support and follow-up resources
- Deliver a detailed evaluation report with recommendations for program improvement

- Utilizing media for advocacy, including digital advocacy -how to effectively utilize different platforms and tools available at our disposal such as press statements, issue papers, policy briefs, fact sheets, position papers, op-ed etc.
- Effective communication strategies and effective advocacy messages and channels/medium.
- Resource Mobilization for advocacy activities
- Fundraising and grant writing

- Advocacy Planning (Setting Goal, SMART Objectives, Monitoring Metrics setting), Supported with planning template Advocacy Campaigns

- Methodology
The training should be interactive facilitated by experts in HIV/AIDS, advocacy, and communication, and consult with media professionals and resource mobilization experts. They will also leverage peer learning from the participants and experience sharing among them.
The consultants will provide comprehensive toolkits and materials to support ongoing advocacy efforts.
- Deliverables
- Inception Report – Outline of training approach, curriculum outline, and work plan.
- Training Materials – Presentations, handouts, pre/post-training assessments and other participant materials.
- Draft Training Manual – facilitator and participant guides for review and feedback.
- Final Training Manual – Incorporating feedback, formatted and proofread.
- Advocacy toolkit with templates, guides, and practical resources
- Facilitated Training Sessions – Conducted as per agreed schedule
- Training evaluation Report – Summary of sessions, participant feedback, and recommendations.
- Duration & Timeline
The consultant is expected to resume work in March 2026 following timeline . OAFLAD will work closely with Health Working Group on identifying the right facilitators and venue for this training
- Phase 1: Program Planning and Coordination

- Qualifications & Experience
- 15 years’ experience facilitating advocacy and capacity-building programs
- Strong expertise in advocacy, policy influencing, and capacity development around issues of HIV and AIDS
- Experience in developing training manuals , toolkits for advocacy programs.
- Excellent communication, facilitation, and writing skills
- Familiarity with work of First Ladies or OAFLAD itself is an additional advantage Fluency in English; French proficiency valuable
- Knowledge of African health policy landscape
- Background in adult learning methodologies and program evaluation
- Reporting & Coordination
The consultant will report to the Senior Program Officer and collaborate with relevant team members at OAFLAD. The consultant will provide weekly progress updates and monthly milestone reports.
- Success Metrics
- Knowledge Improvement: 80% of participants demonstrate increased advocacy knowledge (pre/post assessment)
- Skill Application: 90% of participants develop actionable advocacy plans
- Resource Utility: Training manual adopted for annual OAFLAD capacity building
- Network Strengthening: Establishment of ongoing peer learning network
