About OAFLAD
The Organization of African First Ladies for Development (OAFLAD) is a continental platform founded to leverage the influential role of African First Ladies in advocating for sustainable development, women’s empowerment, health, education, and peacebuilding across Africa. OAFLAD acts as a unifying force, coordinating and amplifying the efforts of First Ladies to address key socio-economic and health challenges facing the continent, especially among women and children.

Operating through strategic partnerships with governments, regional bodies, development partners, and civil society, OAFLAD aims to enhance the impact of First Ladies in policy advocacy, resource mobilization, and program implementation. With its headquarters in Addis Ababa, OAFLAD plays a pivotal role in advancing Africa’s development agenda, particularly focusing on gender equality, health, education, and other developmental initiatives across continent.

To scale up its interventions sustainably and expand its impact, OAFLAD requires an experienced resource mobilization expert to spearhead fundraising efforts and strengthen internal capacities for sustained financial growth.

Job Summary
The Resource Mobilization Consultant will lead the development and implementation of OAFLAD’s resource mobilization strategy to secure sustainable funding from diverse sources. This role involves engaging governments, regional and international development agencies, private sector partners, and philanthropic donors to build and maintain a broad, committed funding base that supports OAFLAD’s strategic objectives.

Key responsibilities include:
• Review and update OAFLAD’s resource mobilization strategy with specific Monitoring and Evaluation tools that ensure adaptability and alignment with evolving priorities.
• Expanding and maintaining a diverse donor portfolio comprising African governments, international development partners, private sector, and philanthropic entities.
• Exploring and developing innovative and alternative funding mechanisms to enhance financial sustainability and operational efficiency.
• Ensuring ongoing donor engagement, communication, and stewardship to maintain and increase donor interest and commitments.
• Support in the organization of Fund raising event by OAFLAD in 2026

The consultant will report to Executive Secretary by closely working with Finance, and the wider OAFLAD team to align resource mobilization efforts with organizational goals, programs, and impact targets.

Key Tasks
• Review the draft OAFLAD Resource Mobilization Strategy, recommend areas of improvement and finalise the document
• Conduct a comprehensive and strategic donor mapping and assessment segmented by donor type relevant to OAFLAD’s work and geographic focus.
• Design an OAFLAD fund raising code for its biennial fund raising event and collaborate with OAFLAD team for its implementation
• Develop a targeted donor database and establish ambitious yet achievable financial targets segmented by donor category (government, bilateral, multilateral, private sector, foundations).
• Identify and pursue new funding opportunities to secure medium- to long-term multi-year funding agreements.
• Prepare compelling, tailored funding proposals, concept notes, and letters of inquiry aligned with OAFLAD’s strategic priorities.
• Develop and deliver a capacity-building mentorship program for OAFLAD staff and stakeholders to enhance internal resource mobilization skills and knowledge.
• Provide advice on effective communication strategies to showcase OAFLAD’s impact, ensuring continuous donor engagement and visibility.

Knowledge, Skills, and Competencies
• Proven track record of success in strategic, results-oriented fundraising and resource mobilization within African or international development contexts.
• Strong financial analytical skills to support forecasting, market intelligence, and alignment of funding opportunities with OAFLAD’s strategic needs.
• Expertise in proposal and concept note development, donor engagement, negotiation, and securing high-value funding agreements.
• Deep understanding of the donor landscape in Africa, including government, multilateral, bilateral, private sector, and philanthropic actors.
• Ability to cultivate and maintain high-level networks and partnerships across African governments and international development agencies.
• Political sensitivity and diplomacy in navigating multi-stakeholder environments.
• Self-motivated, results-driven, with excellent teamwork and communication skills.

Qualifications
• Advanced degree in international development, public policy, project management, finance, or related fields.
• Extensive experience in resource mobilization or business development for regional or international development organizations.
• Fluency in English is required; proficiency in French and Portuguese is an asset.
